AASHTO Guide for Vehicle Weights and Dimensions

AASHTO Guide for Vehicle Weights and Dimensions
AASHTO Guide for Vehicle Weights and Dimensions
AASHTO Guide for Vehicle Weights and Dimensions 4th edition Provides information for states and for commercial carriers that can be used in connection with vehicle size and weight issues and permit practices directed towards improving safety, managing highway and bridge infrastructure, and streamlining regulatory processes.

AASHTO Guide for Vehicle Weights and Dimensions Contains definitions of commonly-used terms, descriptions of vehicles in regular operation, dimension and weight limits, and an overview of the permitting process for overweight, oversize vehicles. The Guide also provides an explanation of the rules and processes related to the movement of military vehicles.

Foreword AASHTO Guide for Vehicle Weights and Dimensions
The American Association of State Highway and Transportation Officials (AASHTO) has a unique leadership role in developing transportation policy, direction, and information for member states and the nation. In the area of vehicle weights and dimensions, AASHTO has articulated policy and recommendations since 1932.

This AASHTO Guide for Vehicle Weights and Dimensions represents part of AASHTO’s continuing efforts to provide leadership and guidance in the vital areas of vehicle weights and dimensions. In developing this updated Guide, the Subcommittee on Highway Transport considered advice, information, and input from all States, other AASHTO committees and members, FHWA, commercial carriers, and their representative groups, the Department of Defense, and other interested parties. It replaces the previous Guide published in 1991.

The primary purposes of this AASHTO Guide for Vehicle Weights and Dimensions are to:
  • Provide a baseline of common terminology.
  • Promote common permitting practices for overdimension/overweight operations.
  • Promote improved transportation safety.
  • Promote efficiency and productivity for government and industry.
  • Provide necessary protection of the public infrastructure investment.
  • Promote uniformity in regulation and process wherever possible while providing information and guidance to States, the military, and the private sector.
  • Formalize operational procedures with the Department of Defense.
This AASHTO Guide for Vehicle Weights and Dimensions is focused on providing information and guidance for States as they manage their transportation systems and for commercial carriers and others as they utilize highway transport to meet the needs of shippers and the economy. It is recognized that a continued Federal role is necessary to provide a national view, facilitate interstate commerce, and work with States and interested parties to balance the often competing needs of shippers and carriers and other highway users, while protecting the vast public infrastructure investment and promoting improved safety.

In light of these new developments, a number of state highway agencies have under taken major initiatives to implement new and improved maintenance management systems (MMS). A comprehensive MMS can help managers at all organizational levels meet the growing challenges.

AASHTO Guidelines for Maintenance Management Systems, Major benefits that can be attained with MMS include the following:
- Maintenance quality rating systems help define asset conditions, maintenance levels of service, and program outcomes in customer-oriented terms.
- With limited budgets, managers can decide between competing needs. MMS can help managers conduct trade-off analysis to determine the maximum benefits attainable with available funding.
- Using customer input data, MMS can link customer expectations with desired out comes and results.
- Applying performance-based budgeting techniques, MMS can link desired outcomes to resource and budget needs.
- Using “what if” analysis, managers can assess the consequences of shifting funds between competing program objectives.

This AASHTO Guidelines for Maintenance Management Systems is intended to help managers understand the key components and elements of a modern MMS, one that will help meet the maintenance challenges of the 21st century. Properly designed and implemented, a modern MMS will help transportation agencies accomplish the following :
- Improve customer service
- Increase maintenance efficiencies
- Maintain highway assets at the overall lowest life-cycle cost.
