It is a strong recommendation based on a decade of work research, policy development, and advocacy responding to the increasing number of states that are or are planning to provide intercity passenger rail service.

High Speed and Intercity Passenger Rail
Key Principles
1. It is in the national interest to develop a national intercity passenger rail network as part of a multi-modal transportation system.
2. It is in the national interest that in certain corridors, high speed rail comparable to other world class systems be developed.
3. States have the primary responsibility for implementing the federal High Speed and intercity Passenger Rail Program. The organization and operation of this program should be modeled on the federally-assisted, state-administered highway program.
4. Federal, state, local and private investment will be required for the development, maintenance and operation of a national high speed and intercity passenger rail network. Federal funding should come from revenues other than those revenues that currently support the existing Highway Trust Fund.
